Taiwan’s Taipower Warns of Rising Losses Due to Surging Fuel Costs

by admin477351

Taiwan Power Co (Taipower), the state-owned electricity utility of Taiwan, is grappling with a significant increase in fuel costs due to elevated natural gas prices amidst ongoing tensions in the Middle East. The company anticipates an additional NT$160 billion (around US$4.92 billion) in fuel expenses this year if current price levels persist.

Since the conflict involving the United States, Israel, and Iran began in late February, natural gas prices for the power sector have surged by over 70%. This escalation added approximately NT$71.1 billion to Taipower’s fuel costs between March and August alone. As a result, the utility warns that its accumulated losses could swell by an additional NT$70 billion this year, bringing the total losses to about NT$420 billion.

Taipower’s financial challenges are compounded by several factors: expensive fuel imports, electricity rates that do not cover operating costs, and interest payments on extensive infrastructure-related borrowings. The company currently has outstanding borrowing for infrastructure projects amounting to approximately NT$1.85 trillion, with annual interest expenses expected to reach NT$30 billion.

In response to its financial strain, Taipower has sought government assistance through a proposed NT$71.1 billion supplemental budget, which is currently under legislative review. Despite the pressing need for financial support, electricity rates have remained unchanged since a minor increase of 0.71% in September last year. The government has resisted further rate hikes in recent reviews to avoid exacerbating consumer price pressures.

However, Taipower has proposed a substantial 12.83% increase in electricity rates, citing the rising costs of fuel and mounting financial pressures. The government is scheduled to evaluate electricity pricing again in December, which could be a critical juncture for the utility.

This situation underscores the broader impact of geopolitical tensions in the Middle East on global energy markets. As Taiwan navigates these challenges, the country faces the difficult task of maintaining stable electricity prices while managing the increasing cost of energy imports.
